On October 14, 2008, Canadians will be heading to the polls for the federal election. New Democratic Party candidate Don Davies is standing for election in the riding of Vancouver Kingsway.

A lawyer, he has spent the last 25 years fighting for human rights. A two-time student government representative, Davies was involved in the anti-apartheid, third world and peace movements. Admitted to the Alberta Bar in 1989, Davies and family moved to Vancouver in 1991, where he became the Director of Legal Resources for Teamsters Canada (Local 31), the next year. He is a long-time volunteer for children’s charity Variety, is Chair of the Parent Advisory Council at Mount Pleasant school, and a Director of the Meridian Cultural Society, among other things.

Wikinews contacted Don Davies, to talk about the issues facing Canadians, and what they and their party would do to address them. Wikinews is in the process of contacting every candidate, in every riding across the country, no matter their political stripe. All interviews are conducted over e-mail, and interviews are published unedited, allowing candidates to impart their full message to our readers, uninterrupted.

The riding is vacant, after Conservative Minister of International Trade David Emerson’s resignation. Emerson was elected in 2004 as a Liberal, serving as the Minister of Industry. Two weeks after re-election in 2006, he crossed the floor to join then-new Prime Minister Stephen Harper, who had won a minority government. Emerson was the first MP in Canadian history to cross the floor before a new government was sworn in. He has stepped down, after pressure from other parties.

Besides Davies, major party candidates include Liberal Wendy Yuan, Conservative Salomon Rayek, and Green Doug Warkentin. Also putting their hat in the ring are Matt Kadioglu (Libertarian), Kimball Cariou (Communist), and Donna Peterson (Marxist-Leninist).

The United States President Barack Obama announced last Saturday he was seeking Congressional authorisation for military intervention in Syria.

Looking for more-qualified input, Wikinews interviewed: professor Scott Lucas, an expert in American Studies, from the UK’s University of Birmingham; the President of the International American Council on the Middle East, Majid Rafizadeh; and, professor Eyal Zisser, a Syrian expert, from Tel Aviv University.

Discussing the risks involved with US military intervention in Syria, Wikinews posed a range of questions to these experts on the region’s political climate.

((Wikinews)) Is it possible for the US to take military action to deter further use of chemical weapons without getting dragged into the civil war?

• Prof. Scott Lucas: The US is already involved in the civil war — the question is to what extent.

The US has given political support to the opposition and insurgency since late 2011, and from summer 2012, it has pursued covert support to the opposition fighters.

However, the Obama Administration has been hesitant about overt support for insurgents throughout the conflict, and that has affected co-ordination of covert efforts. In June, the Administration finally said it would provide overt military assistance, but then pulled back and failed to deliver any public aid.

Had it not been for the August, 21 chemical weapons attack, that position would have persisted.

• Majid Rafizadeh: It depends on the scope of the military operation. If United States conducts limited military operation, as the adminstration argues, and if US only targets some of the Syrian government’s military installments, it is less likely that United States will be drawn into the Syria’s civil war. It would be a political suicide for Syria, Iran or Hezbollah to respond.

On the other hand, if Assad observes that the balance of power is tilting against him inside the country, he might use chemical weapons in the future despite US limited strikes.

• Prof. Eyal Zisser: Yes, it[sic] the attack is limited. And If the Americans only use missiles. They can cause severe damage, but leave Assad in his palace, and not being dragged into the civil war.

((WN)) Will military intervention from the US affect long term relations between the United States and Russia?

• SL: Of course, significant military intervention by Washington will affect relations between the US and Russia, but the long-term effect cannot be predicted.

It is dependent on Russia’s reaction — so far, Moscow has been able to pressure the US into caution, but a decision for intervention by the US might call Russia’s bluff, so to speak, and force some caution by the Russians. Already, Moscow has said it will not join a fight against any US military action.

And, of course, the long-term relationship is dependent on the political and military success of any US intervention.

• MR: Military intervention, in the classic sense of putting troops on the ground, will definitely affect US-Russian long term political relationships. It might heighten the diplomatic tensions. However, the limited military operation is less likely [to] change US-Russian long term economic, geopolitical, and political relationships.
• EZ: No. They need each other in many other places of the world. Russia knows that the US is a super power and will not be interested in a real conflict with Washington.

((WN)) The British Parliament voted against military intervention in Syria, do you think this has affected their relations with the United States?

• SL: No — had the Obama Administration been united and decisive for intervention, there might have been some effect. But the Obama Administration’s divisions mean its first priority is getting some coherence in Washington, rather than blaming London.
• MR: I don’t think so. I believe that [the] UK has been [the] staunchest ally of the United States for decades. One instance of opposing parliamentary vote will not have impact on US-UK relations.
• EZ: Maybe. But Britain is not an important power any more, so the affect will be only in the symbolic field.

((WN)) Russian President Vladimir Putin has said Russia could back Syrian intervention if there was conclusive proof of regime guilt. What sort of evidence would be needed and can this level of assurance be given?

• SL: This is not a scientific question — we already have extensive evidence establishing the near-certainty of major regime attacks with chemical weapons on 7 towns on August 21.

Putin’s statement was a political move: it ostensibly re-confirmed the Russian opposition to US intervention while giving Moscow a way to step back if the UN inspectors return a damning report.

• MR: It is difficult, if not impossible, to provide Moscow with the evidence that they are looking for. In order to provide that specific information several criterions should be met. First of all, the soil of the location where the alleged chemical weapons are used, should immediately be examined after the incident. The Syrian government has not allowed immediate access to these places and usually reports come out days after. Second, and more fundamentally, a concrete and observable evidence is needed for Russia showing that Assad’s government has used it as opposed to the rebels.
• EZ: No the Russians are not after the truth but after their interests even if Assad admits that he used such weapon the Russians will be against any intervention.

((WN)) Would US military intervention on Syria be a violation of International law?

• SL: This is a grey area, especially as there will not be an endorsement by the United Nations Security Council. Supporters of the action say it can be justified under the recent doctrine of humanitarian intervention, but that is more a political rather than legal judgement.
• MR: Legally speaking, it is [in] violation of [the] United Nations Charter. According to [the] UN Charter, use of force is permitted only in case of self-defense or UNSC’s [United Nations Security Council] approval. Neither of these two cases apply for US use of military force against Syria. However, this does not mean that our current international law is devoid of any shortcomings. The International system has some shortcomings because of the structure of the UNSC, where one member can veto a resolution and block actions.
• EZ: Technically — yes because they did not get an approval from the UN.

((WN)) Does the United States seem to be wanting to engage in regime change in Syria as opposed to preventing further chemical attacks?

• SL: No, the Obama Administration has been uncertain about — and many of its members opposed to — regime change, and that is still the situation. The military, in particular, is opposed to significant, long-term intervention because of its concerns over a fragmented, diverse opposition and what happens if Assad falls.
• MR: If there was an efficient alternative to Assad, US would have seen the regime change to its political benefits and interests. However, United States does not seem to have articulated any precise agenda towards Syria yet. The policy is more ” Wait and See” policy; observing and reacting as things unfold in Syria and the region.
• EZ: No Obama does not want it, he finds himself being dragged into a war he has no interest in.

A small aircraft struck an apartment building in New York this afternoon, killing the pilot and a flight instructor. Cory Lidle, a pitcher for the New York Yankees baseball team, was the registered owner of the aircraft and is believed to have been piloting it; his passport was found on the scene. The flight instructor was Tyler Stanger.

The plane, a Cirrus SR20 with registration number N929CD, hit the 26th floor of the Belaire Condominium, a 50 story brick luxury residential building on the Upper East Side at 524 East 72nd Street at York Avenue near the East River in Manhattan, New York City, of which the first 20 floors are a hospital. An eyewitness, present half a block from the building, reported that the plane hit the building, creating an enormous fireball, broke in two and crashed down onto on the street below. Authorities received a 911 call reporting a crash at 2:42 p.m. Eastern time.

New York City mayor Michael Bloomberg gave a press conference at approximately 5:20 p.m. Eastern time to report that the plane was occupied by a flight instructor and a student pilot, but as next-of-kin had not been able to be notified, the identities of the two people on the plane would not be released at this time.

Apartments were seen to be engulfed in flames. The FBI has stated that it was not an intentional attack. The New York area was grey and overcast during the time at crash; however, visibility was not hampered.

After an hour and a half, the fire was extinguished by the FDNY. According to CNN Television ten people have been injured, six of them firefighters. The New York Times, however, reports that eleven firefighters have been injured.

Initial reports suggested that a helicopter was involved, but the FAA has stated that it was a fixed-wing aircraft. CNN Television reported that it was a single-engine fixed-wing plane which left Teterboro Airport, a busy General Aviation airport in New Jersey, circled the Statue of Liberty was tracked on radar until it was lost near the 59th Street Bridge, that the plane may have been having fuel problems or fuel pump problems, and that it was “a pilot in distress.”

Wallace Sines, a source for CNN stated he believes the plane was a Cirrus SR-20 with an installed parachute, which did not deploy. The whole-plane parachute system may have saved the lives of the aircraft occupants had it been safely deployed clear of buildings, but the system is not designed to prevent the trauma associated with a plane impacting a builing. The Cirrus SR-20 was introduced in 2001 and the Cirrus line of 4-seater aircraft has since become one of the most purchased single engine aircraft in the world. The SR-20 does not normally carry an airline-style flight-data recorder, but some are equipped with GPS equipment which logs flight direction, speed and altitude.

The aircraft was owned by baseball player Cory Lidle. He was on board reported by AP. Lidle was killed, according to reports. CNN Television reported that the FBI stated he was at the controls as the only occupant of the plane, and that his passport was found on the ground below the accident.

A little over an hour and a half after the crash, the fire was extinguished after 39 fire units and over 100 fire fighters responded.

The White House has said that there has been no change in the terror threat alert level and that President Bush is being updated constantly.

La Guardia airport was temporarily restricted to no take offs from other airports, however by 4:10 Eastern Time, CNN Television reported that all New York-area airports were open.

CNN Television announced at 3:50 p.m. Eastern Time that as of a few minutes earlier, NORAD is putting fighter aircraft on patrol over certain major American cities as a precautionary measure similar to the actions taken after the 9/11 attacks as a “just in case” measure. It also reported that tomorrow is the 6th anniversary of the attack on the USS Cole in Aden, Yemen.

Moments after the crash, there was a drop in the New York Stock Exchange, however it quickly returned to normal after it was reported that the crash was an accident.

The New York Yankees organization confirmed the plane is registered to Cory Lidle of the New York Yankees, who was planning to fly from New York to Florida, and that some unnamed member of the Yankees organization was on the plane.

One eye-witness interviewed by the BBC stated: “I was wondering why the plane was doing acrobatics and then the next thing I knew was that it had crashed into the building.”She also added that the plane was a small, white, 4-seater winged aircraft and not a helicopter as many news agencies were reporting it to be.

CNN Television broadcast reports from eyewitnesses who reported:

• A pilot who saw the impact stated, “It looked like a pilot who was desperately trying to get to an airport.”
• Another eyewitness who saw the event from the Brooklyn-Queens Expressway, also referred to the incident as appearing as if the plane was “desperately trying to get to LaGuardia” and that as to whether he “clipped” the building, or struck it directly, that “he hit it dead on.”
• “I heard a buzzing noise and then an explosion which looked like a mushroom cloud.”

The two Australian mine-workers, who were trapped for 14 days underground in a collapsed mine, have signed a media deal reportedly worth AUD$2 million for their story of survival. Local media reports that the lucrative deal, announced by the Nine Network, is believed to be the “highest ever paid to secure news talent”. A planned TV special will be the outcome of a deal secured by Publishing and Broadcasting Limited (PBL), which owns the Nine Network.

Miners Todd Russell and Brant Webb were entombed nearly a kilometre underground following a cave-in on April 25 at the Beaconsfield Gold Mine in Tasmania. A third miner, Larry Knight, was killed in the rock-fall. The two survivors trapped in a wire cage, survived by drinking water seeping through rocks until rescuers managed to dig a small tunnel to deliver fresh food and water. Their tale has captured the attention of the nation, with media corporations fighting for exclusive rights to the miners’ story.

The Nine Network’s chief executive Eddie McGuire said under the PBL deal, Woman’s Day, the Australian Women’s Weekly and the Bulletin magazines would also have access to the men. The Nine Network has announced it would broadcast a two-hour special with entitled “The Great Escape.”

Another deal is expected to be brokered with U.S. media. Mr McGuire said the deal would not restrict the pair from selling their story to CNN, the US Today Show and Good Morning America, who have all reportedly made contact with Mr Russell and Mr Webb this week.

Under the PBL deal, Woman’s Day, the Australian Women’s Weekly and the Bulletin magazines would also have access to the men, Mr McGuire said. Nine says it also wants the footage and photographs taken by the miners during their ordeal. The footage remains in the hands of the mining company.

The men, who were rescued on May 9, have not spoken publicly about the time they spent trapped underground.

According to Democratic Senator Mark Begich from Alaska, the U.S. Department of the Interior has decided to halt all new Arctic exploratory oil drilling applications until 2011. The response is believed to be caused in part by the two current oil spill disasters (that of the Deepwater Horizon Incident and more recently the Alaska oil pipeline malfunction). However, Begich is not happy about the actions taken by the White House.

“I am frustrated that this decision by the Obama administration to halt offshore development for a year will cause more delays and higher costs for domestic oil and gas production to meet the nation’s energy needs,” Begich claims.

Last September, the state of Alaska made a public notice about Shell’s desire to drill off the coast of the Beaufort Sea, placing experimental drilling rigs at two drill site location: “Torpedo” and “Sivulliq”.

“Shell is committed to undertaking a safe and environmentally responsible exploration program in the Chukchi Sea and Beaufort Sea in 2010,” said Shell Oil Company President Marvin E. Odum to the U.S. Department of the Interior’s Mineral Management Service (MMS).

Odum follows with, “I am confident that we are ready to conduct the 2010 Arctic exploratory program safely and, I want to be clear, the accountability for this program rests with Shell.”

Chuck Clausen, director of the Alaska project at the Natural Resources Defense Council is not so optimistic: “Hazards present in the Arctic can include frigid temperatures, presence of sea ice, gale-force winds, intense storms and heavy fog … The potential for loss in the Arctic is great.”

Odum believes that the climate in the arctic will make any spill easier to clean up because, “Arctic conditions create differences in responding to oil in cold and ice conditions. Differences in evaporation rates, viscosity and weathering provide greater opportunities to recover oil. In Arctic conditions, ice can aid oil spill response by slowing oil weathering, dampening waves, preventing oil from spreading over large distances, and allowing more time to respond.”

However, Clausen believes that there are no current systems to remove oil from icy ocean waters.

This is not the first time that President Obama’s administration has taken the environmentally cautious path in Alaska. The President put Bristol Bay off limits to oil and gas exploration until 2017. Bristol Bay currently is one of the top salmon fishing grounds in the state.

Interior Secretary Ken Salazar is expected to give a speech at Thursday’s White House address, regarding the suspension of Arctic oil drilling projects.

The British oil company BP has said it will pay the cleanup costs from a severe oil spill in the Gulf of Mexico.

In a statement on its website posted earlier today, BP pledged to take responsibility for cleaning up after the Deepwater Horizon oil well ruptured, adding it would pay what it called “legitimate and objectively verifiable” compensation for claims of damage or injury.

“We are responsible, not for the accident, but we are responsible for the oil and for dealing with it and cleaning the situation up,” said BP chief executive Tony Hayward on the TV show Good Morning America, claiming the company was not at fault for the collapse of the oil rig itself, whose equipment was provided by another company, Transocean.

Transocean spokesman Guy Cantwell responded by saying: “We will await all the facts before drawing conclusions and we will not speculate.”

The Deepwater Horizon exploded on April 20 and killed eleven workers. The cause of the disaster is not known.
