Rapper Kanye West denounces Bush response, American media at hurricane relief telethon

Grammy award-winning rapper/producer Kanye West appeared on a live on-air telethon simulcast on NBC, MSNBC, CNBC and PAX for Hurricane Katrina victims. Live on air, West said “George Bush doesn’t care about black people,” after saying “America is set up to help the poor, the black people, the less well-off as slow as possible.” He also said “the Red Cross is doing everything they can,” and stated that he was going to see what the maximum amount of money he can donate is. West criticized government authorities and stated that “They’ve given them permission to go down and shoot us.”

West first deviated from the script he and comedian Mike Myers were using by commenting on the recent uproar over differently captioned photos for black and white people in the aftermath of the hurricane: “I hate the way they portray us in the media. If you see a black family, it says they’re looting. See a white family, it says they’re looking for food.”

Though a several-second delay was in place, the comments were let through uncensored on the EST live broadcast as the person in charge “was instructed to listen for a curse word, and didn’t realize he had gone off-script,” according to an NBC spokeswoman.

NBC has released a statement after the broadcast: “Tonight’s telecast was a live television event wrought with emotion. Kanye West departed from the scripted comments that were prepared for him, and his opinions in no way represent the views of the networks. It would be most unfortunate if the efforts of the artists who participated tonight and the generosity of millions of Americans who are helping those in need are overshadowed by one person’s opinion.”

The sponsor of the event, the American Red Cross, also issued a statement on the telethon, stating: “During the telecast, a controversial comment was made by one of the celebrities. We would like the American public to know that our support is unwavering, regardless of political circumstances. We are a neutral and impartial organization, and support disaster victims across the country regardless of race, class, color or creed.”

In the five years since, Ruslana has decided to use her name and public status to represent a number of worthy causes, including human trafficking, renewable energy, and even the basic concept of democratic process, becoming a public face of Ukraine’s Orange Revolution and later serving in Parliament.

Currently, she is on an international publicity tour to promote her album Wild Energy, a project borne out of a science fiction novel that has come to symbolize her hopes for a newer, better, freer way of life for everyone in the world. She took time to respond to questions Wikinews’s Mike Halterman posed to her about her career in music and her other endeavors.

Greenpeace tries to thwart Chesapeake Bay fishing fleet

Greenpeace activists scattered schools of menhaden bait fish in the Chesapeake Bay on Tuesday when fishing ships belonging to Omega Protein Corp. were about to drop their sceine nets.

The Omega fleet consisted of two spotter planes and four fishing boats with eight tenders. Greenpeace arrived with four fast moving out-board motor boats, manned by thirteen activists, who attempted to drive away the fish. The Coast Guard was called in and ended the confrontation peacefully.

The Houston-based Omega Protein Corporation is the largest processor and distributor of protein-rich menhaden and fish oil products in the United States. The company accounts for nearly 90% of the entire East Coast menhaden catch.

An Omega spokesman Toby Gascon said of Greenpeace, “They have now demonstrated that their real agenda is to put Omega out of business, even if it means risking the safety of Omega’s fishermen.” Their fleet is out of Reedville, Virginia, now a top U.S. fishing port due to the recent Omega processing plant opened there.

Chesapeake Bay menhaden are considered an important food source for fish species popular with sports fisherman. They are also, next to oysters, a prime filter feeder in bay waters. The bay oyster population has suffered drastic declines from disease over the last two decades. Studies of menhaden populations are still inconclusive as scientists try to determine the overall number of bay menhaden.

Greenpeace says the species is near historic lows and predators that depend on the fish as a food source, such as striped bass, show signs of suffering from malnutrition and poor body condition.

The Chesapeake Bay Foundation, a not-for-profit organization, had praise for Maryland Governor Robert Ehrlich, and the state’s Department of Natural Resources. They secured a commitment from the Atlantic States Marine Fisheries Commission (ASMFC) to seek a cap on commercial harvesting of Atlantic Menhaden.

A coalition of recreational anglers and environmentalists, called Menhaden Matter, also joined the debate by saying coast-wide population of Atlantic Menhaden has fallen to near record lows. They are also against an encroachment by Omega into Chesapeake waters.

The issue is a cap proposed by ASMFC on the menhaden harvest. The Board recommended a Draft Addendum to limit the menhaden harvest to 110,400 metric tons, which is the average over five years of consecutive declines in harvests for the species. The limit would apply to Atlantic and in-land waters of the species. The proposed cap is for years 2006 and 2007 and open to public debate.

ASMFC recently rejected an offer by Omega that would voluntarily cap their harvest at 135,000 metric tons annually for the next four years. They noted Omega also seeks to reopen some waters in Maryland and New Jersey which are currently closed to industrial purse seine operations. A public hearing is scheduled in Alexandria, Virginia in the next few days.

Omega says that ASMFC’s own reports indicate the population levels of Atlantic menhaden are healthy.

A Chesapeake Bay Foundation senior scientist, William J. Goldsborough, said, “I believe that a cap on the purse seine catch of menhaden at current levels, covering the total catch as well as removals from Chesapeake Bay, would be a prudent measure to adopt.”

New Zealand’s new small change

Today New Zealand’s new coins have been released. The new coins replace the 10, 20 and 50 cent coins, while the 5-cent coin is being removed from circulation for good.

The new coins retain the same design as before but the 10-cent coin is now copper coloured. All coins except the 10-cent are now made from plated steel and nickel, making them lighter and cheaper to produce. The 10-cent coin is made from plated steel and copper.

Brian Lang, Reserve Bank of New Zealand Currency Manager, said: “The introduction of smaller, lighter coins is one of New Zealand’s biggest currency changes since the introduction of decimal currency on 10 July 1967.”

The Reserve Bank reports that they have issued 1,037 million coins since the introduction of decimal currency.

However, people can still use their old change between now and 1 November 2006, when the old coins will cease being legal tender.

A survey conducted by ACNielsen, on behalf of the Reserve Bank, in January 2004 shows that 51% liked the idea of the new coins initially.

The ANZ Bank are asking for people to donate their old 5-cent coins to Plunket in their ‘5s for under fives’ appeal.

Víctor Valdés to play in Belgian Pro League; Manchester United loans Valdés to Standard Liège till season end

On Sunday, Manchester United announced the loan of their Spanish goalkeeper Víctor Valdés to Belgian club Standard Liège for the rest of the season.

Last year, Valdés signed an 18-month contract with the English club, but the three-time UEFA Champions League winner was given very little opportunity at Old Trafford. He made only two appearances for The Reds last season, after David de Gea was injured. Relations between Manchester United manager Louis van Gaal and Valdés were not good. Van Gaal did not pick him for the pre-season tour to the United States, saying Valdés was unwilling to play a game with the under-21 team.

This season, Valdés was not allowed in the locker room, and van Gaal prevented him from training with the main squad and the under-21 team. The official team photograph omitted him.

Valdés was a member of Spain’s squad for the World Cup in 2010 and for Euro 2012, collecting a winner’s medal both times. Per Manchester United’s statement, “Manchester United and Standard Liege have reached agreement for the temporary transfer of goalkeeper Victor Valdes, effective until the end of the current season. The deal is subject to formalities being completed.”

On Instagram, he posted a photo that read “Thank you all for your support during these months of hard work for me, i will never forget! See you soon!”

Euro reaches new lows

On Tuesday, the Euro fell to a new record low in relation to the Swiss Franc, and to multi-month lows against the U.S. Dollar and Japanese yen; all considered by investors to be safe currencies during times of economic turmoil.

The Wall Street Journal reported earlier that recent comments from the newly installed head of the International Monetary Fund, France’s Christine Lagarde, resulted in a sell-off of the Euro. At a roundtable discussion in Washington, Lagarde noted that the IMF had not yet reached discussion of terms and conditions of a second Greek bailout plan. In fact, a representative from the IMF is currently meeting with Eurozone policymakers to draft such a new proposal. The yield differential between Italian bonds and German bonds has spread to more than 300 basis points, something not seen in over a decade and evidence of investors’ concern.

Adding to the Euro’s woes is the upcoming release of the bank stress tests on Friday. The European Bankers Association said that they expect the data release to shed new light on the Eurozone’s banking situation. Representatives of several of the Eurozone’s governments, including Germany, have requested that the association consider releasing fewer specific details for fear that investor panic will ensue. The inadequacy of the capitalization rates has been an issue with the European Central Bank, whose president recently called upon Eurozone banks to make every effort to put their balance sheets in order.

For the time being at least, an unsubstantiated rumor reported by the Wall Street Journal states that the Eurozone’s central banks’ purchase of periphery debt has helped to quell the downward momentum of the Euro.

Chula Vista, California becomes model for blight control laws in the US

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.
